Chandler council to consider ordinances aimed at stopping teen violence

The Chandler City Council is scheduled on Thursday to consider taking an initial step to fine and even prosecute homeowners who let minors party with drugs and alcohol on their property.
The proposed ordinance says twice that the owner does not have to be present to be held responsible.
Action by the Chandler City Council would be aimed at stopping teen violence, which was the topic of a recent listening session co-hosted by Chandler police.
City code would define an unruly gathering as a threat to public peace, health and safety.
Property owners could only avoid consequences in cases involving trespassing. Penalties would be a civil citation, or a misdemeanor charge if caught hosting twice in six months.
The council is also set to consider an ordinance to ban brass knuckles for people under 21 after an effort at the state Capitol failed.
